In1907,the Qing government rebuilt the Northeast area into Fengtian,Jilin, Heilongjiang, threeprovinces. So the Northeast is the major policy area of Manchurian warlord.Manchurianwarlord inherit and develop the Qing government and the government of the RepublicNational Policy.It also has its own unique side.Manchurian warlord compete with The Qing government,Koreangovernment,Japanese government and Russia on Korean immigrationThe Korean immigrants is an important part.The Research of Korean immigrants ismainly limited on economic perspective.It is important to research the question that howA semi-autonomous local authorities deal with refugees.It is also important to discuss thebest destination of refugees, the attitude,laws and regulations of relevant nationalgovernment on refugees, as well as changes in the national territory.Thus, in the mid-19th century to the20th century, the Sino-Japanese immigrationpolicy toward Korea is manifested by through the warlords immigration policy towardthe Korean immigrants.
