The Report Of Translation Program-"City Construction·Construction And Planning Of Rural And Urban Area"

In recent years, with the development of economy, cooperation andcommunication between China and Russia are becoming increasinglyfrequent on civil engineering and public construction. More Chinesecompanies are exploiting real estate in Russia and at the same time, relativelaws and rules in Russian architecture are causing the attention of leaders inthese enterprises. Therefore, the translation of laws and rules in Russia is veryimportant for the cooperation of architecture between China and Russia.This paper is a report from the author who participated in a program andit consists of two parts. The first part is the translation report and the secondpart is the translation of laws and rules on architecture for this program, i.e.“City Construction Construction and Planning of Rural and Urban Area”.The client of this program is Inner Mongolian Industrial and Trade Company.Due to the task of citizen buildings construction of Ulan-Ude city of Russia in2014, it needs two copies of translation of Russian construction engineeringlaws and rules and the author undertake the task to translate the second copy.Laws on engineering construction are the one which is concerning aboutensuring execution of construction and the installation and adjustment ofrelative equipment. The original copy is the compilation of Russian FederalConstruction Law which proposes relative requests of law for the planningand construction of newly urban and rural citizen area so as to guarantee thesafety and stability of citizen area in the form of laws, ensure the health ofbody and mind of citizens, keep historical remaining, ensure service programof society and culture and perfection of transportation equipment andsafeguard the benefits of citizens.This program consists of four parts. The first part introduces thebackground and meaning of the City Construction Construction andPlanning of Rural and Urban Area”. The second part is the background of original compilation of law including original source, exact data and maincontents of original copy. The original copy was published and used in2011whose main contents are about the use of construction area and constructionstandard of citizen buildings and equipment on other public service. The thirdpart concerns about the translation process for this program and how to ensurethe quality of translation. There are three subdivisions which are used tointroduce the translation process for this program.:1, Pre-translation stagefor making explicit translation plans, preparing relative professionalreferences of construction laws;1, Quality controlling stage in the translationmainly about strategy and method;3Post-translation stage for quality test andamendment which mainly introduces the feedback of client and experts’supervision. The feedback from the client is generally good, which believesthat the contents are in accordance with the original copy but the copy issupposed to be law documents which are precise in structure and tight in logic.Therefore, it needs some amendment in the language expressions and theclient suggests that this translation copy should be handed out to experts forthe check of specific contents and further check the language expressions. Theconclusion part is about the problems, experience in the translation process.
