Following the opening of parliament in Japan in1890the first empire partiesstruggled with Meiji oligarchy government by using constitutional power. Thatwhether the power of the Meiji constitution of parliament is indeed very limited or not,how the struggle and compromise between the parliament and the governmentdeveloped, become a problem that should not be ignored when we research the Meijihistory.Most previous researches of relationship between parliament and Meiji oligarchywere taken from the angle of modern Emperor System in Japan in a broad way.About the integrity of the Meiji constitution as well as the effect of the use of thepower of the parliament, extension remains to be discussed. We just think that theconstitution is extreme autocratic, and parliament is only a part of Emperor System inJapan. Based on the struggle between parliament and Meiji government as the center,from the perspective of empirical I will illustrate the actual situation on the use of thepower of the parliament.This article is set in Japan’s parliament in the early operation,political parties in the parliament fight and compromise with government as the center,to the modern Japanese constitutionalism being analyzed. This paper is mainlydivided into three parts. The first part is focused on illustrating the founding of theMeiji constitution and the power that the parliament owns; The second part aims atdiscussing the party’s use of budget review, and the other rights etc. Trying to breakthe rule for Meiji oligarchy is also discussed; The third part of Meiji oligarchyassembly countermeasures and administration, the essay discusses the establishmentprocess of Seiyukai. By studying the historical material, I found that the effect of theparliament has power and its use is not general history puts it unimportant, parliamentwith the legal authority to constitutional gradually shaken Meiji oligarchy politics,ultimately promote the establishment of Seiyukai will be founded.
