As the founder of parliamentary system and the birthplace of industrial revolution,although Britain is not the earliest countries to implement universal suffrage,it is recognized as one of the earliest countries to establish a modern democratic system.The British democratic system has been established in the nineteenth century.On the road to democracy,several parliamentary reforms have been of great significance.Among them,the second parliamentary reform in 1867 can be regarded as a key step in the transition to the modern democratic system.This reform has not only coordinated the contradictions and conflicts of interest among the various classes of society but also shaken the property principle that has been pursued by the British electoral system for hundreds of years,thus paving the way for democratization of parliamentary politics in the Britain.Compared with the parliamentary reform in 1832,the second parliamentary reform has been carried out gently and smoothly.There is no denying the fact that all classes in the British have made efforts,however,middle class radicals have played the key role.Middle class radicals belong to the middle class.The radicals have political ambitions,believe in liberalism,and hold a conviction that political reform will be bound to succeed.The effects of the middle class radicals in the second parliamentary reform are mainly demonstrated in three aspects.Firstly,middle class radicals reorganize and plan the cooperation with the working class to help them to establish their own national organization,what is more,they are associated with working class to put pressure on the government;Secondly,middle class radicals have persuaded Gladstone,a liberal party leader,to support the reform,thus finding strong political allies within the government;Finally,middle class radicals exert pressure on the ruling conservative party to promote the adoption of the reform.Middle class radicals undoubtedly play a key role in the second parliamentary reform,Britain are surrounded by sharp class contradictions and mutual suspicions in the middle of the nineteenth century.Thanks to mediation and reconciliation of the middle class radicals among the various classes,violent revolution does not break out in Britain,and the second parliamentary reform does not experience the difficulties like the parliamentary reform in 1832.On the contrary,parliamentary reform in 1867 has been completed in a relatively gentle and smooth atmosphere.
