Research On The Creative City Construction Strategy Of The Western Developed Countries Under The Guidance Of Culture Policy And Its Implication To China

So far since the1970s, from the "art" element to the "culture " element and then to "creative" element, more and more people begin to pay attention to the promotion of the development of the urban type. The discussion of the"creative city" gradually spread to China from the theory of Western Creative City Construction to application of Chinese city. In fact, the concept of creative city is not completely known or understood in China. In the view of Western scholars, the city only in the mass range to enjoy the fruits of creativity in order to be called the creative city. Therefore, in the context of our country, Beijing, Shanghai, Shenzhen and other cities which eager to be the truly creative city still needs to continue its efforts to get new ideas for urban development achievements.For the type of creative city, according to the manner of its formation and prosperity, Creative City can be roughly divided into spontaneous formation or guide appears. The study of the relations between culture policy and creative urban development, derived from the1970s that the western city make creative and culture elements into Urban Redevelopment Goals. According to the actual situation of Chinese urban development, the behavior of "means-target" type, or policy guidance are more in line with Creative Cities to build more models of urban development.Clarify Creative City Construction under the guidance of culture policy has three meanings:First, the possibility of creative city construction, creative city can be one of the sustainable ways in the future urban development. Second, the feasibility of constructing a cultural policy to promote the creative city, which is natural for a "top-down" mode, creative environment which formed spontaneously is not included. In other words, public policies want to achieve the goal of creative cities. The third is to explore urban development policy to promote cultural personality in common, from the city to build its own characteristics to find a different method.Therefore, this paper reviews the historical context of cultural policy and urban development, in summing up the western city on the process of constructing the creative city, select three different cities to clarify three different strategies on constructing creative city. The aim is to explore the role of cultural policy in different cities based on different construction strategy. Trying to point out the positive effects and problems in the process of construction,and bringing the conference to our country.The final chapter of this study combined with the characteristics of Chinese city to explore the feasibility of constructing creative cities in China in the basis of the strategy of the western creative cities.
