The result of the integration of cultural industries and related industries in the process of industrial upgrading of cultural and creative industries,its formation and development are inseparable from the support of cultural and creative industries policies.Since China's economic development has entered a new normal,focusing on industrial upgrading,China has issued a series of cultural and creative industry policies,which has promoted the integrated development of cultural and creative industries to a certain extent.However,in the context of industrial upgrading,cultural and creative industry policies are still different from time to time,from place to place,and from type of policy.Cultural and creative industry policies are questionable as to whether cultural and creative industry integration is effective and what are the differences.Demonstrate with persuasive empirical research.First,the empirical research in this paper is based on the industry chain theory,industrial integration development theory and market failure theory.Then this paper adopts the quantitative method of policy text to digitize the four categories of policies of the cultural and creative industries from 2013 to 2017 as explanatory variables,and uses the industry integration degree measured by the HHI index as the explanatory variable.After passing the covariance test and Hausmantest,this paper use the appropriate provincial panel regression model to conduct an empirical test of the four major categories of cultural and creative industry policies that affect the integration and development of cultural and creative industries.The research results show that,from a national perspective,China's cultural and creative industry policies have a positive effect on the integration of cultural and creative industries.Among them,talent-supported policies have the greatest effect,financial-supported policies are second,tax preferential policies have the smallest effects,and fiscal subsidy-based policies have a significant negative effect.From a regional perspective,China's cultural and creative industry policies are most effective in the eastern region,followed by the central region,and the western region has a negative effect.Among them,fiscal subsidy policies are effective in central and western regions,tax preferential policies are effective in central and eastern regions,financial support policies are effective in central and eastern regions,and talent support policies are effective in central and eastern regions.The innovations of this study are as follows: First,method innovation.For the first time,this article incorporates the policy data research method based on text analysis into the empirical research on the influence and effectiveness of cultural and creative industry policies on the integration and development of cultural and creative industries,and provides new ideas for the research on the integration and development of cultural and crea tive industries.Second,innovative ideas.This article breaks the existing literature on the empirical research on industrial policy and is limited to the direct two-way policy and the indirect one,which is a simple two-dimensional empirical index system,and enriches the index system of empirical research related to industrial policy.Third,innovative ideas.This article proposes at least the following four relatively unique viewpoints: diversified and refined subsidy funding approval standards,technology driving the development of cultural and creative industries,strengthening supervision and evaluation of the efficiency of approval and implementation by relevant state departments,and appropriately banning financial subsidies for cultural development Small and micro enterprises and high-tech industries.
