Cultural and creative industry is considered to be a new economic era “sunriseindustry”, the world has gradually been particularly concerned with the attention.Developed areas of China in Beijing, Shanghai and Shenzhen, have its focus onfostering as a new pillar industry. Xi’an is China’s western cultural and creative industryresearch center location, the cultural industry has gradually become a pillar industry ofthe national economy. As a new industry, how to improve its competitiveness and fostercompetitive advantage have become scholars’attention and study objects.In this study, firstly, making a systematic carding and analysis for cultural andcreative industry and the related theories; Secondly, recalling the development status ofcultural and creative industry in the world, China and Xi’an; Then, combining withdynamic competitive advantage theory and evolutionary economics thinking, discussingand selecting factors affecting the dynamic competitive advantage of cultural andcreative industry, building a conceptual model of the dynamic competitive advantage ofcultural creative industry. Designing indexes, according to the analytic network process(ANP), establishing a measure index system of the dynamic competitive advantage ofcultural and creative industry, conducting an empirical study, analyzing the evaluationresults and the competitive advantages and disadvantages of the development of thecultural and creative industry in Xi’an city; Finally, combining with the actual situationof Xi’an, proposing measures which could optimize the superiority elements andtransform the inferior elements, and this is based in the four elements of the dynamiccompetitive advantage of cultural and creative industry, namely the integrationcapabilities, continuous innovation ability, market development and sustainabledevelopment capacity. To achieve the aims of cultivating the dynamic competitiveadvantage of cultural and creative industry in Xi’an, enhancing the sustainablecompetitiveness.
