Beiyang period is the transitional period In China’s modern society. In thismore than ten years’ time, not only the social ideology, political system but also the ideaof people were constantly changing, especially in foreign policy, which made China’sprofessional foreign developing constantly. Lu Zhengxiang, as a prestigious Careerdiplomat in The Beijing government period, had served as foreign chief repeatedly, alsoonce served as prime minister. He played an important part in promoting thedevelopment of professional foreign Professional foreign in modern China. Based onthese reasons, it studies Lu Zhengxiang as a case to see the China’s professional foreignin Beiyang period.In the early days of the Lu Zhengxiang’s diplomatic career,Xu Jingcheng’straining and guidance and Yang Ru’s patriotic ideas laid the foundation of his careerdiplomat. Early foreign experiences influenced him get the hang of the Moderndiplomatic, which made him grow into a career diplomat gradually. During his servingas foreign chief, according to the western model, he formulated the new foreign organiclaw and reformed the ministry of foreign affairs.So the foreign ministry had the initialscale of modern government functional departments. He also formulated specialexamination system to select and train the foreign talents. Therefore, a large number ofoutstanding professional diplomats showed up in the political stage of the republic ofChina, who all made a great contribution to China’s modern diplomaticprofessionalization, modernization and internationalization.Lu Zhengxiang,one of the most famous diplomatic careers, was on behalf of theBeijing government participating in the outer Mongolia talks,"article21" talks betweenChina and Japan, Paris peace and conference negotiations in Shandong. With his skillfulnegotiation and perfect foreign etiquette won the more time for negotiations. But hisefforts to the results of the negotiations had become politicians interests the victims ofpolitician’s interests. To save the loss, he actively supported China to go to war. After the Paris peace conference, he and the representatives of China campaigned for thegood of our country, and finally refused to contract with German, which attractedinternational attention to the problem of Shang Dong.In the Lu Zhengxiang’s career, he was known as "the first person of moderndiplomatic" for his foreign reform. While he was spoken ill of by people as the yuanshikai signed "article21". however, he was known as the "national hero" for his refusal,As a professional diplomats, Lu Zhengxiang’s thoughts affected by old loyal patriotismidea more or less. Finally, he drew a conclusion "Power without righteousness, disorderdiplomacy", But his diplomatic thoughts and ideas can provide certain reference for themodern diplomacy.
