The special administration of the stove register system appeared in the Ming dynasty,and the census register of salt producers was under the jurisdiction of salt transport department nominally,but it managed by the State and County actually. The Qing dynasty managed the stove register following the old management system of Ming dynasty?and they amended the system very few,but the salt producers of controlling in the Qing dynasty went farther than the Ming dynasty. In the Ming and Qing dynasties, the salt producers enjoyed the economic right of uesing marsh land and the political right of participating in the imperial examination. At the same time,they shoulded undertake some taxes and levies. It is important to note that the political right of participating in the imperial examination should not be neglectde. The phenomena of salt producers’polarization between the rich and the poor had appeared in the Ming and Qing dynasties,especially in the Qing dynasty,moreover,the phenomenon that some salt producers took up other work had appeared.The government of Ming and Qing dynasties alleviated the taxes of the victims and the poor salt producers for easing the social contradictions.It revealed the fact that the contuadiction between the benefit of monarchy and the desire of freedom of salt producers had been irreconcilable.The stove register system had not adapted to the development of salt production along with the development of merchandise economy,and it had been exist in name only in the end of Qing dynasty.
