As an important means of communication and propaganda, speech interpreting have become one of the common forms in the formal conference. Based on the Relevance Theory, this thesis analyses formal conference speech materials of Chinese national leaders in the Chinese-English interpreting process and aims to study the guiding roles and interpreting strategies to speech interpreting from Relevance Theory which has strong explanatory power for interpreting. It suggests interpreting is an ostensive-inferential process involving original language speaker, interpreter and target language receiver. The interpreter should coordinate the cognitive environment between the other two sides to achieve the mutual manifestness so as to produce the optimal relevance with the least processing effect and maximum contextual effect.With the guidance of the Relevance Theory, the thesis researches contextual effect, processing effort and note-taking from three procedures of preparation, comprehension and output to propose the strategies for Chinese-English speech interpreting.
