With the development of the cultural system reform unceasingly,under the background of the times in the vigorous development andprosperity of culture, accelerating the reform and the innovation ofcultural system and mechanism has become an inevitable requirement ofscientific development. Among them, the management system reform ofcultural institutions is not only the most important and imminent issue inthe cultural system reform, but also the most urgent requirement andimportant content of deepening the reform of the cultural system andimproving the advanced socialist culture ability.Since the reform and opening up, China’s cultural institutionsmanagement system has achieved the great results. But there are so manyproblems such as the cultural undertakings and cultural industries havenot been classified, the cultural institutions of the microscopicallymanagement function is not clear, cultural institution oneselfmicrocosmic management system is not perfect and the market allocationof resources is not effect which block the China’s cultural undertakingsand cultural industries development. The management system reform ofthe cultural institutions includes the adjustment of the government in themacro level to determine the goal and way for the development of thecultural institutions and the improvement of the management system andoperation mechanism in their own.Through the analysis of different concepts for " culture undertaking"and" cultural industry ", combined with the background of the reform ofthe cultural institution’s management system, using the theory of " publicproducts"," public choice ", this paper discuss the reform of the culturalinstitution management system from30years ago, traditional culture and institutions management system’s basic characteristics and defects andpresent problems and target of the cultural institution management systemreform. Combining of the construction experience of the foreign publicculture organization system and as Shanghai city art troupes reform for anexample, the paper analyzes the exploration and practice of the arttroupes reform. Finally, the innovation of state-owned cultural institutionshas been decrypted fully, listing the external macroscopicallymanagement environment construction and interior governancemechanism effective steps and practice. In the cultural institutionmanagement system reform process, it is very important to build goodexternal governance environment and the scientific internal operationmechanism. Government departments should change and culturalinstitutions of the close attachment relationship. Culture institution itself,should use the scientific mode of operation of enterprises, standardizehuman resources management, asset management and financialmanagement system.
