The Study On The Problem Of The Henan Refugees In Shaanxi From 1941 To 1943

In 1942, due to the severe drought that Central China was going through, as well as frequent battles, and Henan military government’s ruthless plunder, millions of peasants were forced to leave their homes and began their journey to the west. These drought victims were organized in family units, and traveled west all the way along the Lanzhou-Lianyungang Railway. They are starting from Luoyang, traveled past Guanyin Hall, Huixing Town, Lingbao, and Tongguan, and finally reached Shaanxi Province.After arriving in Shaanxi, The refugees divided into three parts.Most of them lived in the area KMT-controlled, some victims traveled north into Shaanxi-Gansu-Ningxia border region, The others went west continued,farthest to Xinjiang.In the KMT-controlled area,by way of providing food and shelter, reclaiming and cultivating wasteland to refugee, KMT government relieved refugees,and achieved some results. Some survivors were transported by the KMT government to the Huanglong Mountain, Liping, or the reclamation area of the Qian Mountaina, engaged in farming to support their families.Those who stayed generally in the city of Xi’an and Baoji,chose to seek refuge from friends and relatives, or fend for themselves if they had no friends or relatives. To solve the problems of the refugees’ life,Shaanxi-Gansu-Ningxia border region government took a series of policies for refugee settlement,set up Reclamation area,work relief, masses helped each other.Beyond that,the civil society aggressive rescue refugees,too.A large number of population inbrusted to Shaanxi Province in a short time, inevitably brought a number of issues, such as urban management problems and epidemics. However,objectively, they also speeded up the process of the modernization of Shannxi, and promoted the cultural exchange between Henan and Shaanxi.
