After the World War Ⅱ, the welfare state system was established in Britain by legislation. The system has an important influence on the development of British society and social welfare system of the other European countries. With the development of the welfare practice and the social development,the new social problems which a large number of “voluntary” unemployed, increasing medical costs, the number of elderly people and single parents also increased and so on, come to show in Britain in the 1970 s. For these reason, the British government had to put up more money for the growing social welfare expenses. This is incompatible with the economic growth rate and increase deficit. During the Thatcher government,the state began the structural reformation of the welfare state which relied on the new liberalism and “Social security reform-reform plan”, that had provided a preference for the development of the welfare system. Also It’s good revelation for social welfare systems in China.
