In twentieth Century 80 years is a very important period in American history. Affected by the global oil crisis, British and American economic development began to fall into the slow economic growth, social changes in the industrial structure of the era, Anglo American economic situation also appeared high unemployment and high inflation rate coexist "stagflation" new problems. Welfare funds source channel shrinkage and expenditure is huge, "British disease", "welfare disease" troubled Anglo American, in such a period, Thatcher and Reagan on the stage of history. This paper is mainly to carry on Comparative Research of British and American government social welfare policy reform in twentieth Century 80 years, comparing Reagan and Thatcher government for the cause, the social welfare policy reform of the specific content, the consequences and impact, can go to the reference to the Chinese modern welfare reform.This article is divided into three parts: The first part is introduction, it mainly introduces the origin and significance of thesis, the research conditions and results of interrelated thesis among the foreign and domestic scholars, research ideas and structure of the paper, defined the related concepts of this paper finally.The second is the mainly five chapter text. The first chapter introduces the pension policy reform of Reagan government and the Thatcher government. The Reagan government and the Thatcher government and cut pensions, and encourage the private pension plan. But Reagan of the retirement age has been clearly defined, the Thatcher administration has not. The second chapter introduces the housing policy reform of Reagan government and the Thatcher government. To summarize the similarities between Reagan and Thatcher government housing policy reform, including privatization, public houses by the housing market, reduce government subsidies. The difference between Reagan and Thatcher government housing policy reform, including the way to solve the housing subsidies, supporting policies, consequences. The third chapter introduces the medical care policy reform of Reagan government and the Thatcher government. Summarized the similarities of health care policy reform of Reagan government and the Thatcher government. All of them medical aid for expenses made a corresponding reduction, and made the National Health privatization and socialization. But payment in medical insurance expense way, the coverage and the fairness of two governments have some differences. The fourth chapter mainly discusses the educational policy reform of Reagan government and the Thatcher government. The fifth chapter analyzed the same and different policy formation of two government.The third part is the conclusion, and puts forward some specific suggestions and countermeasures on the development of China welfare system. The paper finally points out: we should persist in proceeding from the national conditions, to ensure the coordination of the healthy development of the socialist market economy and society, the social welfare legal system, form the government and social welfare reform and establish welfare system with distinctive Chinese characteristics. We have reason to believe that, in the next period of time, China will also go on the road of "welfare state".
