After the establishing of the Republic of China in 1912, the central government had been involved in the political conflicting, which led to take effective measures to manage the border areas a tough task. During this period, several clashes had taken place between the Tibetan army and the Sichuanese garrison troops.In June 1930, the monks of Dajin and Baili in Ganzi area run into the problem of the temple’s property and they neither could convince the other. In such a situation, they tried to resolve conflict by force. In addition, the troops of Tibetans and Sichuanese were required to join the clashes, consequently, the disputes between two temples grew into the disputes between Tibet and Xikang. Though both troops were ordered to halt to the military action, the army of Xikang obeyed while the Tibetan army didn’t, and owing to the offensive of the Tibetan, Liu Wenhui and Tang Kesan suggested the central government settle the problems by force, yet the government wanted to improve the relationship between the Central and the Tibet through peaceful means.After a few disputes, Tang Kesan and Qiong Rang reached a treaty which led to widespread protests. After the bursting of the contract, the Tibetan troops launched attacks against Qinghai. And finally because of the overextended of the battle line as well as the coalition of the troops of Qinghai and Xikang, the Tibetans failed. Since then the involved parts negotiate contracts as the consequences of war.During the clashes, the government kept on intervening in the issue, but largely unsuccessfully. The foreign powers’ attempt of producing an effect on this issue makes it difficult to clarify this complicated situation. And besides that, the people living in Xikang were active participating in dealing with the conflicts. At last, after a series of negotiation(or Game), the third disputes between Tibet and Xikang eventually achieved the resolution and the clashes were finally eliminated.
