| Unbalanced regional economic development is a problem which every country has to solve in the process of its economic development, only differs in the degree. There are many factors that can influence on the development of the regional economic, and factors are very complex, analysis the influence degree of various important factors to make policy recommendations to promote the development of economy has a great reference value. However, when it comes to the subject of regional economic development imbalances, domestic and foreign scholars have been study from these aspects such as capital, labor and technology to explanation, rarely from cultural factors behind these hidden in regional economic development in regional economic growth to the traditional economics theory to analyze the resulting in the lack of strong ability to explain. In view of this, this article on regional culture’s influence on the regional economic development as a center for research and analysis.This paper on the culture and regional culture generalizes the concept and connotation of definition and preliminary analysis of the regional culture influence mechanism of regional economic development and the new institutional economics perspective of regional culture’s influence on the regional economic development is mainly manifested in the following aspects: First, the region culture influence on formal institutional choice. Second, the regional culture’s influence on the local official system vicissitude. Third, the regional culture on the influence of the formal system. Regional culture through the role in economic development, the influence of the formal system due to the formal system is one of the important factors of regional economic development, and the choice of formal system, and execution are restricted by cultural factors and change.
