Through balance urban and rural education resources, vigorously carry forward the advanced culture,and enhance the peasants’ cultural consciousness and self-confidence, the modern transformation of value system is steadily pushed forward 。 In the security system, some effective measures is demanded, for example improve the leadership of the party to strengthen the construction of political security, promote rural comprehensive legal system tostrengthen the legal safeguard and expand the capital and infrastructure investment to strengthen the guarantee on the goods. In the management system, the government should gradually improve the village culture management policy, clear the government cultural management function, at the same time improve the rural culture of guide and supervision mechanism, and strengthening the construction of rural cultural workers team.
