In this paper， according to the actual situation of Binxian farmers’ spiritual andcultural needs as the starting point， through the design of questionnaire andequilibrium model analysis and other forms of Binxian farmers’ spiritual and culturaldemand and supply situation and the insufficiency of internal in-depth analysis， andconstruct effective promotion and satisfy the ways and measures of Binxian farmers’spiritual and cultural needs.This paper is divided into six parts.The first part mainly introduces the research background， purpose，significance and the domestic and foreign research present situation， researchmethods and technical route and innovative point of this article; the second partmainly focuses on the conceptual， spiritual and cultural life of the function and thetheory of supply and demand and demand level theory were analysis; the third partmainly analyzes the main characteristics， Binxian farmers’ spiritual and cultural lifethis view， Binxian farmers’ spiritual and cultural needs of the growing demand butthe difference is more obvious， more and more rich cultural life and cultural life butthe monotonicity of the more prominent，cultural cognition will increase but meet thefactors restricting the wishes of the cultural life of the mainstream health upward，butbad culture shock is larger. The fourth partmainly analyzes the Binxian farmers’ spiritual and cultural equilibrium of supply anddemand situation， this paper argues that， the current number， Binxian farmers’spiritual and cultural demand quality and cognition are in a rising trend， and culturalsupply were relatively poor or poor condition， technical knowledge supply "shortcircuit"， cultural supply only "lose" not ""， policy supply attention deficiency. Thefifth part mainly put forward six proposals to enhance the Binxian farmers’ spiritual and cultural demand and supply: one is the government should strengthen the targetresponsibility to improve the culture construction of the degree of attention， the twois the government should increase financial input to improve the rural cultural venuesand facilities， three is to should as soon as possible to enrich the cultural products，meet the farmers’ demand increasingly multicultural， four is to should pay attentionto the education training to improve the scientific and cultural quality of farmers andagricultural practical skills， five is to strengthen the support and guide to create aculture of the team of the rural high level， six is a multi-level and carry out culturalactivities to create a culture of improving farmers’ enthusiasm to participate in; thesixth part is the conclusion of this article. This paper think， the spirit of peasantdemand in the culture product quantity was not satisfied， many cultural productsvacancy， therefore a large number of non health culture entered make up theshortfall， occupation of common market of rural culture. The market of rural culturemust abandon the non health culture， in addition to increasing the supply of publiccultural products quantity， we should strengthen the government’s macro-control onthe corresponding words，fiscal policy，tax support，to reduce the supply of capitalmobilization of cultural products， cultural products supplier’s initiative， in order toreduce the supply and demand gap， the rural market is full of healthy culture，implementation farmer spiritual culture， improve.The sixth part is the summary ofthis article in part.
