The Research On Effective Matching Of Public Cultural Services Supply And Demand In Rural Areas-Illustrated By The Case Of Honghe County

One of the main contents of government services is public cultural services,which refers to the various cultural infrastructure and services,such as funds,technology and policies which provided by the government to protect the cultural rights of the masses,which are in line with the level of economic development.At the same time,people’s cultural needs in different regions,stages and levels are different.In the process of promoting the development of public cultural services,the biggest problem and contradiction is that the supply of services and products in various regions may encounter and out of line with the mass cultural demand,and the supply and demand cannot be effectively matched,this is also an unavoidable subject of The Times.Firstly,this paper defines the concept of public cultural services,the connotation of the supply and demand of public cultural services,the nature characteristics of the effective matching of supply and demand of public cultural services.Secondly,the paper collects the policy documents,authoritative statistics,investigation reports and Leader’s speech on the construction of public cultural service system of the state and Yunnan Province,summarizes the achievements of the construction of public cultural service in in rural areas illustrated by the case of Honghe County,and carries out the present situation of the supply and demand of public cultural service in rural Honghe County by means of questionnaires and interviews.Based on the analysis and research,the paper puts forward countermeasures and suggestions for effective matching of supply and demand of rural public cultural services in Honghe County.Although some achievements have been made in the construction of rural public cultural services in Honghe County in recent years,the author believes that the supply and demand of rural public cultural services in Honghe County are not matched.The main reasons are: firstly,the government’s "steering" supply,the supply of the main body of the single;secondly,the "top-down" decision-making mechanism,insufficient expression of the needs of the masses.Thirdly,insufficient policy implementation and insufficient input of resources;fourthly,the peasants have low cultural quality and lack of cultural awareness and consciousness;finally,the government’s "sport" supply,lack of effective evaluation mechanism;in view of these problems,put forward countermeasures and suggestions to break the "steering" pattern and transform government cultural functions;"bottom-up" decision-making,establish the expression mechanism of the cultural needs of the masses;increase investment,strengthen the implementation of policies and systems;strengthen education and training,enhance the cultural literacy of the rural population;scientific and rational planning,improve the performance evaluation system of public culture.And draw the basic conclusion: Promote the effective matching of supply and demand of rural public cultural services in Honghe County,realize the change of cultural functional departments from relying on administrative means to using economic and legal means,reform the way of government investment,improve the service level,widely absorb social resources to participate in public cultural construction,so that the masses can be more in Wide space is more convenient to enjoy services,constantly meet the people’s spiritual needs,and protect the people’s basic cultural rights and interests.
