During the Qing dynasty,The salt police in Fujian basically followed the link salt in the ming dynasty. At the beginning of the Qing dynasty, the quantity and tax had great increased because of the adjustment of the Fujian govemment.After the period of Qianlong emperor, the Fujian salt industry grew depressed. Although the government took many measures,it won’t have any help.In the fourth year of the Tongzhi reign period, after the Taiping movement, Zuo zongtang went to the Fujian province, when he faced the complex situation that the salt industry accrued debts, the salt businessmen exhausted and the salt policy could not go on, he determined to reform. He took the reform experiences in Lianghuai and Zhewan as lessons and referred to the Fujian’s fact. The reform include changing the salt of Key link into ticket salt,the increasing of Likin tax,cutting down the unnecessary expense,reorganizing the salt producing place,taking drastic measures against private salt.The salt industry began to grow for the adjustment.However,the prosperity cann’t keep for a long time because of the limit of times and the reform though.So the private salt cann’t be eliminate thoroughly,and salt industry still in a depression during the feudal government of Qing dynasty.
