It puts forward that take the public cultural service equalization as the principle, improve the public cultural infrastructure construction, such as museum, library, cultural center etc; Strengthen the construction of rural public cultural infrastructure, such as "Radio and TV Coverage To Every Village Project"、"Rural Film Project"、"Integrated Township Cultural Station"etc; Popularize the cultural knowledge better; set up and perfect the assistance mechanism for public cultural development; Actively encourage all sectors of social force to participate in the construction of public cultural infrastructure.2012, The Report of the Eighteenth People’s Congress of the Party clear again that "adhere to the basic level、serve the masses, accelerate the key cultural projects, give the cultural construction of rural and underdeveloped areas more help, continue to promote the public cultural service facilities open to society for free. At the same time, strengthen the major construction projects and programs of public cultural, improve the system of public cultural service, improve service efficiency". Heilongjiang Province is a major agricultural province, it has a population of38,340,000and the rural population is16,530,000, it accounts for43.1%of the total population, in order to meet the increasing cultural needs of the rural people, it is important to strengthen the construction of rural public cultural infrastructure. Since the Period of "Eleven-Five", in order to respond to the Party Central Committee and the State Council’s call, Heilongjiang Province speeded up the construction of rural public cultural infrastructure, the construction of rural public cultural infrastructure in Heilongjiang province has achieved remarkable results, but there are still many deficiencies which need to be improved.This article starts from aspects of the meaning, classification, nature and characteristics of rural public cultural infrastructure, to analyze the current situation and existing problems of the construction of rural public cultural infrastructure in Heilongjiang Province, such as the construction funds is insufficient, the low utilization rate of facilities and the professional quality of public cultural team is not high etc. Combined with the study on the experience of construction in domestic and foreign public cultural infrastructure, put forward some certain targeted, constructive and operative measures. Some specific measures such as improve the growth mechanism of the finance for the investment of rural cultural career, strengthen the government to fulfill the management functions of public cultural infrastructure, strengthen the construction of rural public cultural team, make the layout scientific and reasonable etc.
