Research On The Utilization Of PPP Model In Urban Public Culture Service Infrastructure Construction

PPP model means Public-Private Partnerships,and it is an approach that the government could absorb private enterprises in the supply of infrastructure construction.PPP model,originated in England,has taken large development in the developed countries including England,Canada and Australia.This model is relatively mature at present and PPP model projects which refer to infrastructure construction,public service,natural resources projects and so on,can obviously reduce public sector spending,improve public product and promote service quality toward high efficiency,achieve economic development and social progress.PPP model is relatively mature in foreign countries.Ho we ver,our government began to pay attention to PPP model in 1990s',that is to say application and research on PPP model starts later.Our country is going through the period of its 13th Five Year Plan economic comprehensive development.Under the background of deepening reform,accelerating the urban construction,softing the stress of our government debts,thus pursuing PPP model development could be an important measure to improve economic strength.With the promulgation of the PPP model relevant important policies and regulations,our country continually put PPP model to the height of promoting the moderization of national management system and management ability.In recent years,our country put forward to accomplishing a series of requests including speeding up building the modern system of public cultural services,constantly paying greatly attention to the construction of public service system.In addition,PPP model obtains fairlygood development results in 7 traditional fields,and PPP model isn't infiltrate public culture services until the last several years.Therefore,development on the utilization of PPP model in public culture service,could act as the example of "point to an area",novel and unique feature.Cultural and artistic center in the straits of Fuzhou of Fujian province,as a typical of infrastructure construction in the system of public cultural services,will become the example we research on,and the example could make us clear responsililities and roles for public sector and private sector.This paper will make systematical study from six parts:Based on the background and significance of the study and the related literature review and the research methods,this paper provides an overview about the related concept of PPP model and theoretical basis for PPP management,focusing on connotation and characteristics of PPP model,theoretical basis,the difference between PPP model and the BOT model,and the course of PPP model practice in China.The third part focuses on the feasibility of the PPP model in urban public cultural infrastructure construction,which aims at the advantages of introducing PPP model through analysing policy point of view,realistic condition and interests gain and loss.The fourth part is empirical analysis for urban public cultural infrastructure construction in China.Based on the case of the fourth part,the fifth part is about the problems and cause analysis of PPP model application.In person,the paper is about to explore which link is wrong,to determine the cause through many aspects including government function,cooperation relationship with government and private sectors and infrastructure construction results.Finally,synthesizing foreign PPP model development situation,combining with domestic PPP model application cases and different scholars'suggestions,the paper will give some suggestions and countermeasures for the problems in fifth part.
