Research On Rural Public Cultural Infrastructure Construction In Kaiyuan Under The Rural Revitalization Strategy

Culture is the soul of a country and a nation,and it is the driving force for the inexhaustible development of a country and a nation.Rural culture is the stabilizer of rural society and the cornerstone of the continuation of rural civilization.The "Village Revitalization Strategy" established by the Party's 19 th National Congress report depicts a rural revitalization vision of "prosperous industry,ecologically livable,civilized,effective governance,and prosperous life." The realization of "village style civilization" can provide a continuous source of spiritual power for rural revitalization,and as a carrier of communication culture,the construction of rural public cultural infrastructure is of great significance to the realization of "village civilization".With the improvement of material living standards,the people's demand for spiritual culture is more intense,and it is characterized by diversity and individuality.However,due to factors such as the level of economic development and the concept of leading cadres,the development of public cultural infrastructure in rural areas is still lagging behind,and to a certain extent has become a short-board for rural revitalization.How to adhere to the local civilization,revitalize the rural culture,fill the shortcomings of rural economic and social development,provide important support for rural revitalization,and have important significance for strengthening cultural confidence and building a cultural power.Since 2010,Kaiyuan has successively become a pilot area for urban and rural development and rural reform in Yunnan Province.The construction of the “four in one” position,which began in 2011,has become the second batch of national public cultural service system demonstration projects.Significant results have been achieved in the construction of public cultural infrastructure,however,there are still some shortcomings that need further improvement.This paper starts with the status quo of rural public cultural infrastructure construction in Kaiyuan.Through the combination of qualitative analysis andquantitative analysis,the problems existing in the construction of public cultural infrastructure in rural areas are discussed.for example,the supply of rural public cultural facilities is insufficient,the supply is not balanced,the utilization rate of facilities is low,and the problems are analyzed one by one,then propose the corresponding countermeasures.To build rural public cultural infrastructure,the most important thing at present is to strengthen the construction of service-oriented government,actively transform government functions,and cultivate public participation awareness;Further improve the rural public cultural infrastructure supply system and related guarantee mechanisms,change the status quo of supply and solve the contradiction between supply and demand imbalance;Accelerate the construction of public cultural talents in rural areas,actively promote the cultivation of high-level professional talents,and provide talent support for rural public cultural infrastructure construction.
