Recently, with the deepening of the market-economy development, the daily life of the ruralresidents changed dramatically. On one hand, the economic level in the rural has improvedsignificantly, but on the other hand, rural residents also loses some good core values of therecession, such as owner sense,belonging sense because of the urban-rural dual structure and therural residents’ relative economic backwardness, and which also triggered a variety of socialissues highlighted, such as rural order, and even the healthy development in the whole ruralcommunity. So, based on existing social environment and rural resources, this study with a case inHB village will analyze the rural culture mobilization, including status quo, characteristics andproblems to establish and efficient and workable system of rural culture mobilization, thus toachieve rural development endogenous forces, and ultimately contribution to the overall objectiveof the new rural construction.The study suggest that, in the rural culture expanded and efficient mobilization of ruralculture, we must give full guarantee of the main building of farmers rural culture that surroundsand culture development needs and development capacity of farmers in the organization of theirown natural resources, organizational goals and under the cultural mobilization system to assessthe basis for other organizations, combined with the rural culture of life’s core values, establish itspartners and organization development and construction of rural culture associated with theconcept of rural culture, expand rural culture targeted.
