Strategic culture includes comparatively stable value orientation and habitualbehavior patterns that are shown during the process which certain nation is usingstrategic means to fulfill strategic goals.Strategic culture and international relationsinteract with each other:strategic culture can impact international relations byaffecting strategic behavior.Simultaneously,international relations can test thestrategic culture’s effectiveness in certain period of time and lead the shift of strategicculture’s emphasis.This article is based on studying the interaction between strategicculture and international relations.The goal is to study the evolution of Chinesestrategic culture as well as its successes and failures in shaping East Asianinternational relations.Then this article will discuss the strategic culture element inChina’s diplomatic problems in East Asia surrounding area and raise some problemsof Chinese strategic culture which are needed to be revised as soon as possible.Chinese traditional strategic culture emphasizes on national unity and theprudence in using violence.It also has some kind of introversion inclination.Thisarticle believes that Chinese traditional strategic culture makes Chinese people try toextend when the moment is ripe and maintain the achievements of their predecessorspositively.It is based upon an attractive culture and it is also calculating,showing acombination of idealism and realism.Via studying ancient East Asian internationalrelations,we know that Chinese traditional strategic culture has managed inmaintaining border area’s stabilization at the lowest price.However,it has madestrategic goals focus on internal affairs with deficiency of a sense of mission and asense of responsibility.Chinese strategic culture has added many new characteristics with the essencesremaining since modern times.There are two main problems in Chinesecontemporary strategic culture.First,pragmatism tendency is increasing whileidealism is decaying.Second,extroversion inclination is increasing while introversioninclination is still obvious.China’s ideology is not attractive enough while its strategic goals take China itself too seriously.In this way,China’s strategic behaviors lack thesupport of idealism.This strategic culture which lacks both a sense of duty andenterprise has become an obstacle for China to build the current East Asianinternational order.China should endeavor to revise the pragmatism tendency which has beenexisting for such a long time and combine attractive idealism pursuit with it.Chinaought to have the courage to express strategic interests and international conceptionsin order to make other nations know China better.China has better show the power ofdetermined will to protect international values so that it can make more realfriends.China is supposed to integrate into the world with open mind,absorbingbeneficial experience of other nations in order to create new strategic culture whichcan be adapted to the current situation better than before.
