The Research Of Protecting Exploiting And Utilizing Of Songshan Battle Historical Site In Longling

At present, as for the protection, exploitation and utilization of the historical site, mostly focus on architecture, archaeology, urban planning, tourism, etc. in domestic or foreign academic circles’research. While, using public management theory to analyze the protection, exploitation and utilization of the historical site is very rare.The historical site of Songshan battle is one of the most preserved battlefield of World War Ⅱ. And it witnessed the horror in the process of resisting Japanese and the heroism when western Yun’nan people fight against the Japanese aggressors together. This is the resource of doing scientific research. Also, it is the educational vivid teaching materials which can stimulate and condense the positive energy further, carry forward the national spirit, strengthen the education of patriotism and national defense military. In reality, it has great historical significance and positive practical function of promoting economic and social development in Longling, and knowing Longling, Baoshan, Yun’nan further, and understanding the Anti-Japanese War in western Yun’nan and China’s Anti-Japanese War, and its role and position in the whole World War Ⅱ, by studying the protection, exploitation and utilization of the historical site of Songshan battle effectively, which as one of the valuable resources of the Anti-Japanese War culture in western Yun’nan. Otherwise, this study also provides a beneficial exploration and a attempting sample for researching the sustainability of protecting, exploiting and utilizing the historical site of the whole World War II.The historical site of Songshan battle is a kind of valuable, historical and cultural resource, which has the attribute of public goods.This paper tries to use the theoretical knowledge of public management (public goods and public governance) to analyze the protection, exploitation and utilization of the historical site, and attempts to provide a constructing collaborative system model and realize channel mechanism dominated by the government, participating together with the government, enterprises non-governmental organizations, social public individual, which used for building the guarantees leading by government, inputting excitation energy to market, and concerning public with social participation. So as to working jointly for protecting, exploiting and utilizing the historical site of Songshan battle scientifically and effectively.
