At the same time, due to the different starting point of the coastal defense and the different direction coastal route, caused the significant differences about the modern coastal defense ideological line between the two countries.At the strategy of modern coastal route, the pressure from the sea war forced them to perfect their strategic of defense concept. They also used the western experiences and rules to plan their coastal defense strategic. At the same time, the different orientation and coastal defense policy made the significant differences between the coastal defense strategy.At the side of the construction achievements, the two nations all purchased the western boats and quickly made the modernized fleet. The navy position had big difference and formed the different decision, resulting the differences in naval strength.Through the comparative analysis about the formation, the strategy and the construction achievements, we can see that although there were many common points on modern defense ideological line, but the different mature of the state, the coastal strategy different emphasis and different view of the west leaded the different orientation, in the late Qing dynasty, "Keeping coastal defense" guided the construction of the modern coastal defense, so China still couldn’t break through the simple ultra- conservation. But in Japan, "The oversea expansion" route still guided the construction of the coastal defense and "Controlling the marine and resisting the enemy" was the maritime action. All the actions showed its extremely aggressive policy and the pursuit of modern East Asian mainland. We can say that, the Sino-Japanese war in 1894-1895 is a check for the coastal defense construction during the late 19th. It shows that only a comprehensive modernization line and effective coastal defense construction can effectively maintain national security.
