The development degree of public culture service in modern society is an important symbol of a country’s development, while the incongruity of public culture service in Heilongjiang Province has become a huge restriction to the development of Heilongjiang. The construction of public culture service is an effective way to promote the development of culture and enrich people’s spiritual and cultural life comprehensively. Promoting the harmonious development of public culture service in Heilongjiang is beneficial to realize the modernization construction of Heilongjiang as soon as possible, promote economic development and accelerate Heilongjiang’s pace in constructing a moderately prosperous society. The Decision issued at the fourth Plenary Session of the18th Communist Party of China Central Committee made new deployments on promoting cultural system mechanism innovation, which fully presents the Party’s high cultural confidence and profound grasp of cultural construction laws and reflects people’s new hope and visions for the construction of a powerful cultural country, thus providing a new development direction for China to accelerate cultural construction. Public culture service construction is a complex and huge project. Ever since the Reform and Opening-up policy, the public culture service system in Heilongjiang has made considerable advancements. However, it also faces problems such as numerous conflicts between social development and citizens’demands.This thesis is established in the practice of public culture service in Heilongjiang and it utilizes relative theories of public culture service and interprets the necessity of public culture service. On this basis, it discusses the framework and routes of relative policies of public culture service. The thesis first analyzes the realistic basis and theoretical basis of public culture service. By recalling the origins of rights and human rights, it discusses the content of cultural rights as well as the specific functions and measures of government preserving cultural rights, interprets the logic relation between public culture service and government transition and states that public culture service is both an effective way to protect citizen’s basic cultural rights and a necessary requirement of building a service-oriented government. On this basis, it researches and analyzes the content, features, subjects and ways of supply of public culture service, pointing out that there are both generalized and narrow public culture services. The narrow one includes cultural heritage protection, cultural facilities and service, cultural training, cultural subsidization, supportability service aiming at the disadvantaged groups, while the generalized one not only includes public culture service but also cultural administration and system. Characteristics of public culture service are publicity, public welfare, fairness, fundamentality, ideology, convenience and so on. According to the Public Goods Theory and the practical situation in Heilongjiang, this thesis analyzes the roles of different subjects in public culture service and proposes that the government should play the leading role in public culture service and role of organizer, investor and administrator; public culture service agencies are backbones and the direct provider of public culture service; enterprises are beneficial supplementary of public culture service; communities and citizens are participants. Public culture service should adhere to the composite supply model of government leadership, motivating social forces to participate fully and giving play to the active role of the market. In order for public culture service to be more pertinent, this thesis reviews the work that Heilongjiang Public Culture Service Institute has implemented and the significant progress it has achieved, pointing out that through years of hard work, public culture facilities network has been completing incessantly, major cultural people-benefit projects have been working successfully, social cultural activities are becoming richer and more colorful. However, there are also problems such as low investment, urban and rural public resource supply and regional structural imbalance, low service standard and insufficient social forces participation and so on. It also refers to beneficial experiences in Paris, New York and Hangzhou and combines the current situation of public culture service in Heilongjiang. It analyzes the achievements and disadvantages in its public culture service and proposes policy suggestions to complete public culture service.
