A Thesis On The Research Of Public Culture Service Based On Public Needs

Having the capability of public culture service is a vital sign for a country's culture soft power.Currently,with the fast development of IT net,public culture is becoming more globalized,international cultural communication and study becoming closer,and the content of culture disseminate becoming more abundant.Although public culture service has just stepped into the stage in China,it's highly valued and getting more and more attention from the government and communities.They endeavor themselves into it's construction,in order to push forward the culture industry and businesses into a higher level.However,at the same time of high speeding development,there are amount of conflicts and problems.For example,local government will separate itself from the public real needs just to chase after high standard,indistinctive culture services blindly,which leads the unbalance and waste of culture resources,which impedes the implement of public culture service construction.In this way,the whole culture output slows down and can't meets real cultural needs of the public.In this thesis,the writer gives an analysis and conclusion on the vital pre-condition for public culture service under customized mode from the perspective of public needs which is going to directly decide the quality of culture supply efficacy.Examples that are given out by the writer in this thesis paper analyzed differences of the municipal public culture service supply mode home and abroad,and the relevant policies that are adopted during the implement.The cutting point of writer's research is the research of basic situation and characteristic practice of public culture service in Haishu district.Through the research,writer discovered problems existing during the service supply,to give some examples,single service form,weak construction on culture administration team,strong conflicts on cultural resources disproportion between urban and rural,etc.Writer analyzed the cause of the above problems,deepen the acquirement of relevant theories,and proposed proper solutions,hopes that this thesis writing may offer theoretical bases and practical experience on public culture service system construction for the local government,and even for the other cities and areas of China,in order to raise the satisfaction of the public toward public culture service.
