Study On The Canyihui Supervision System Of The Anti-Japanese Democratic Base

The study on authority supervision system is always a new topic, and it becomes hot. In the period of Anti-Japanese War, the CPC was always trying to promoting political democracy construction, specially the Canyihui system which was a special council system, in this system, the Canyihui supervision system played an important role in the power supervision, it was a supervision unity of system, regime and mechanism.The current achievements about study on the Canyihui supervision system are limited, this paper summarizes it, and summarizes history experiences for the People’s Congress supervision system. Following a brief review, first of all, the Anti-Japanese democratic base refers to the CPC areas during the Anti-Japanese War, mainly in North China, Central China and Southern China, etc. Secondly, the Canyihui is an organ of the CPC areas public opinion, it is similar to People’s Congress and divided into the border region, township and village levels, the Canyihui owns the power of supervision, legislative and referendum, but this paper discusses Canyihui supervision system. Finally, the Canyihui supervision system is a complete unity which includes the theoretical foundation, content, principles and characteristics, etc.Following five parts from the paper:the first part is the introduction which includes the study goal and significance, studying it by reading history materials. The second part discusses theoretical basis and practice course of the Canyihui supervision system, learning some political theories. The third part focuses on the special supervision system construction, such as organization construction and the operation mechanism. That contains some levels:supervision of the senate meeting, senate resident committee and senator, it has complete supervision institutions and staffing. The fourth part is an analysis on Canyihui supervision system. The Canyihui supervision system plays an important role in the development of the People’s Congress, of course, this also promotes the development of politics, economic and society, culture. The fifth part summarizes the Canyihui supervision of the Anti-Japanese democratic base, in order to offer enlightenment to today’s People’s Congress supervision system, such as election, staff, construction, practice and cooperation.
