<Statutes of the year 186 BC>, the Bamboo slips unearthed from a grave of Han Dynasty in Zhangjiashan, inscribed that BIZHI institution did not exist in the Office systems in the early period of the Western Han Dynasty. By comparing BIZHI institution with the official rank order, the BIZHI institution formed itself. The earliest BIZHI institution recorded mention is the Emperor Jing, which is 300 dan. Thenceforth, it had a large-scale development between Emperor Jing and Emperor Wu.The Statutes published just now shows us the BIZHI system was originated with the inner court officers, which is aimed to arrange these disorderly officers,and then gradually spread outward in two main lines. One is from the inner court officers toward the outer court officers, the other is from the central government to the local governments. Besides emperor’s personal officers, assistants of Councilors, assistants of Ministers, assistants of Governors, assistants of Mayors, military officers and chief examiners are listed on the list of the BIZHI institution. From the above conclusion, we may safely draw a conclusion that, BIZHI institution played an important role in organization the Officer Rank and distinguishing different categories of Officer.BIZHI institution, as an original idea of Han Dynasty Bureaucracy, has a great impa ct on the Bureaucracy. In general, it mainly reflects in the following aspects:gradually tur n the inner court officers into the outer court officers, increase the number of assistants o f Councilors and assistants of Mayors, lower the local officials’status and higher the acad emics in the Hhan dynasty status.
