Cognitive enhancement technology is an important issue that is both ancient and modern. Since the existence of human beings, people have always sought to expand his behavior ability in both time and space. Along with the increasing development of science and technology, the effect of cognition come out unprecedentedly. As the rapid development of modern information society, owning a flexible brain, higher cognition is getting more and more people’s attention. Cognitive enhancement technology intervenes on the brain nervous system by using drugs, technology tools and modern biomedical technology, that not only can cure brain diseases such as dementia, but also be able to intervene the normal in non-therapeutic purposes, which aim to improve the normal’s perceptivity, attention, understanding, memory and coordination. Owing to this technology has broken the body’s natural state, many scholars at home and abroad have had a heated discussion on whether to accept the technology and its ethical problems such as the social impacts that may caused by it. Cognitive enhancement technology is going to completely overturn the human’s value and significance. The practical significance of this technology is to bid farewell to the original traditional concept of human beings, and usher in a new era of life science and technology. So the ethical issues brought by cognitive enhancement technology are not only general scientific research problems, the thinking about these issues seem more urgent.In this paper to study the ethical problems caused by cognitive enhancement technology, and try to find the corresponding counter-measures to solve them, for cognitive enhancement technique plays a regulatory role.This paper is divided into three parts, and summaries the problems caused by the cognitive enhancement technology and countermeasures to tackle these problems.
