Cultural right is one of the basic rights of citizens and it has received more and more attention from China’s government with the development of economy and society. To protect citizen’s cultural right requires meeting the basic public cultural need of citizens. So providing public culture service, which is an important part of public service, should be an important function of the government. Under this background, china’s government has invested enormous resources to build a comprehensive public culture service system. Cultural projects that benefit the people come into being at this right moment of the development of public culture service and their goal is to meet the basic cultural need of citizens and protect citizen’s basic cultural right. The projects reflect the logic of state-led development of culture.Cultural projects that benefit the people take project system as their operational method, which means that the supply of public culture service is dominated by government. The central government implements special transfer payments through projects to realize the construction of public culture service from top to bottom. Cultural projects that benefit the people infuse the will of the nation into the local and grassroots and make the whole country’s construction of public culture services come true.There are several reasons that cultural projects that benefit the people choose project system as their operational method. First, the government’s function of public culture service is turning to be demand-oriented. Second, system of tax distribution which changes the fiscal relations between the central and the local government can guarantee the special transfer payment. Third, project system can play a role of mobilization to the local government.
