Research On Public Participation Issue Of Cultural Venue Project In H District,Huizhou City

With the development of urbanization in China,the investment in urban public infrastructure has increased year by year.As a form of consultative democracy,public participation plays an increasingly prominent role in the decision-making process of public works,which is an inevitable requirement for the further development of citizens 'concept of legal system and consciousness of rights in China.Among them,the public infrastructure price hearing has become the most familiar way for the public to participate.However,some people have both expectations and great distrust of them.They believe that it is a kind of show and loses the Democratic and fair nature of public participation.Based on this background,how to carry out public participation in public works projects and how to promote the efficiency of public participation has become a common concern of local governments and related scholars.Based on research methods such as literature analysis,field visits,and questionnaires,this paper analyzes the reasons for the lack of public participation in public works projects based on in-depth investigation and study of public participation in the public works project of the H District Cultural Center.From the perspective of law,system,technology,and concept,It is proposed that the construction of public works projects is essentially a process of distribution of interests and balance of interests.Due to the lack of full public participation,the distribution of public interests depends to a large extent on the personal will of leaders and experts,thus affecting the harmonious development of construction.To this end,the paper puts forward some strategies to improve public participation in public works,which are: improving the public participation technology and methods;To improve the law and guarantee public participation;Establishing service concept and transforming government functions;Strengthening the subjective understanding of public participation in public works projects.Through the implementation of these strategies in the H District of Huizhou City,it can effectively promote the decision-making of public works projects in the H District of Huizhou City to be more democratic and scientific.
