The Blueberry Industry Development Plan Of Heilongjiang Province(2010-2020)

In recent years, the government of Heilongjiang Province has given great effort on developing blueberry industry so that it receives investment from many foreign firms. In order to further attract foreign investment and expand the international influence of Heilongjiang blueberry, the North-East Agriculture University entrusts the writer to translate series of publicity material about blueberry.As a part of the blueberry publicity material translation assignment, this translation task contains about 14,000 words called the Blueberry Industry Development Plan of Heilongjiang Province(2010-2020) which is drawn up by the Provincial Development and Reform Commission. It refers to development objectives, the major construction tasks and the main projects, the safeguard and so on. Based on text analysis, it is a formal official file. The plan’s expression is serious and normative, and the content is detailed so that it plays a positive guiding role in developing the blueberry industry. But as to translation, Chinese holds its own characteristic----it lays emphasis on parataxis. This kind of official file especially reflects this characteristic. For example, there are numerous repetitions, epithets, and non-subject sentences and loose construction in this file. This is completely different from English which is hypotactic and value completeness of meaning and expressiveness.Currently, as the development of our publicity, the translation research on politics literature is perfecting day by day so that we a lot of authoritative research achievements have been accumulated, which can offer theory support and reference for this translation research. This translation report analyses the text characteristics of the Blueberry Industry Development Plan of Heilongjiang Province(2010-2020) by comparing the characteristics between English and Chinese. According to Newmark’s text type theory, the text type can be determined in order to guide the following translation strategy. Combining Nord’s text analysis theory, it analyses the inner factors and outer factors which may influence translation and summarizes translation strategies which translating this kind of Chinese text into English may follow. It analyses the application of Newmark’s semantic translation and communicative translation in translating this kind of official files and make detailed introduction about the application. This translation report may be hoped to offer some references for the English translation of the government plan files and accumulate some relative corpus for this kind of translation. Meanwhile, because of it’s blueberry industry knowledge, it may be helpful for the blueberry industry English translation.
