A Report On The E-C Translation Of KCCA Strategic Plan 2014/15-2018/19

With the improvement of China-Uganda comprehensive cooperative partnership,the economic and trade relations between the two countries have been continuously strengthened.In order to achieve the transition to a modern prosperous country with per capita GDP of US$9500 by the year 2040,Uganda is committed to advancing the “National Vision 2040”.With the advocacy of the “Belt and Road” initiative,Chinese enterprises have stepped up investment in Uganda to promote its development and construction.Based on this,Kampala,the capital city of Uganda proposed the KCCA Strategic Plan 2014/15-2018/19.This report is based on the English to Chinese translation of the Kampala City Authority's official document KCCA Strategic Plan 2014/15-2018/19.It reproduces the entire process from the introduction of background information to the conclusion after the whole translation task.A large amount of background information and two parallel texts are searched before translation.Combined with parallel texts,the source text is analyzed from the aspects of text type and characteristics.Based on these preparations,the translation practice is guided by Newmark's text type theory and the two translation strategies under the theory.This report explores the problems encountered in the translation of such planning texts and the corresponding translation methods at lexical and syntactical levels.In terms of lexis,the translator mainly discusses from the aspects of proper nouns,terminologies and common nouns.And translate with the methods of “transliteration”,“zero translation”,“semantic translation”,and “reference from conventional versions and parallel texts”,etc.In terms of syntax,the translator mainly discusses from the aspects of passive sentences,and as well as long and complex sentences.And translate with the methods of “syntactic Linearity”,“inverse translation”,“division”,“combination”.In order to ensure the translation quality,the target text have been revised for several times.Through this translation practice,the translator believes that the text type theory plays an important role in the guidance of such planning text.And with the help of semantic translation strategy and communicative translation strategy,the purpose of this translation task has beenfully achieved,namely the accuracy of information transmission,the simplicity of language expression,and the readability of the target text.
