Historical and cultural resources are the witness of human history and social civilization. It is a precious wealth of mankind with time going by. Our five thousand years of history has left a rich historical and cultural heritage. It recorded producing and living conditions of our ancestors, as well as the ideas and customs, containing unique Chinese spiritual values. However, with the rapid development of economy, due to the feature that it’s non-renewable, the environment of cultural heritage has been severely challenged by the factors that man-made or non-manmade. It is extremely urgent that we should protect and preserve the existing valuable cultural resources, so that the Chinese tradition and culture can be inherited and developed.Taizhou, a new coastal city with two thousand years of history, has rich historical and cultural heritage. When rapidly developing the economy, Taizhou has also done a series of fruitful work in protecting and inheriting the historical and cultural resources. By taking the ancient walls of Taizhou, Taizhou Luantan (which respectively stand for material and non-material cultural heritage) for example, this article draws a conclusion that "win-win" is the ultimate goal of protection and utilization the cultural heritage. Supposing under such a good background, the provincial historical and cultural block Zhang’an can constantly improve the reputation of Taizhou home and abroad by perfecting the laws, increasing the investment and integrating superior resources. Obviously, strengthening the construction of talents together with accelerating the process of protecting and inheriting Taizhou cultural heritage will certainly promote the prosperity of culture, leading to the development city economy.
