| New rural culture construction is an important and essential part of the advanced culture in socialist countries. Rural cultural hall construction, an important content for the construction of new rural culture, is the inevitable choice of developing and promoting the socialist advanced culture.Based on the outlines of connotation, basic features and functions of new rural culture construction, we summarized and analyzed the contribution history, current situation and characteristics of new rural culture in the mountain area of Linan, Zhejiang. Then, we focused on the construction of rural culture in Lin’an City Hall, analyzed in-depth the main contents, features,achievements and problems of rural cultural hall construction, as well as the problems existing in new rural culture construction. Finally, we put forward some suggestions to promote the rural culture construction.The main study process and conclusions are as follows:Firstly, new rural culture construction in Lin’an City has experienced two stages of a material civilization and spiritual civilization construction, showing some distinctive features. These features include combining physical facilities with ideological content, combining unified deployment with local conditions, combining internal resources with external resources, and combining a variety of activities with fixed ritual.Secondly, taking cultural hall as a subject, we made a case study on the new rural cultural construction in Lin’an in-depth, and summarized the main contents, functions and activities of the rural culture hall, mainly in the spread of modern civilization, heritage village culture, pass sage spirit and spread practical knowledge, promote neighborhood harmony and rich cultural and sports life. On the basis of these information, we analyzed the main effectiveness of rural culture hall, which reflected in three levels: realizing the rural public cultural service resources, strengthening the villagers’ village cultural understanding and awareness, and improving farmers’ quality of life and other aspects of science and culture. Then, the typical cases of rural culture hall were summarized,including the "Two Hall & Five Gallery" Building in Guanghui village, "Filial Piety School" Building in Yangxi village, and the characteristics of cultural construction model in Shangtian village and Qiukou village.Thirdly, we analyzed the main problems existing in the new rural cultural construction in Lin’an city, including infrastructure supporting differences among regions, cultural resources having not been fully developed, culture construction lagging behind economic development, a lack of long-term management mechanism, a lack of effective security funds, a lack of specialized personnel,construction and so on.Last but not least, based on the above analysis, we proposed some suggestions to promote sustainable development of rural cultural construction in Lin’an city. These suggestions cover six aspects: strengthening government leadership, giving full play to the role of village organizations;increasing financial input and broadening funds sources; strengthening supervision and management,establishing long-term operating mechanism; focusing on personnel selection, constructing professional culture force; integrating existing resources and exploring features of the cultural hall;paying attention to the balance of urban and rural development and developing cultural hall according to local conditions. |
