Study On The Problems And Countermeasures Of The Rural Cultural Hall Project In Yongjia County

In recent years,the cultural Huimin has become a hot word.Our government pays great attention to the construction of grassroots culture and puts forward the goal of building a standardized and equalized public cultural service system to ensure that the grassroots people not only share the economic development dividend but also improve the quality of cultural life.However,there exist some problems that can not be ignored in the construction of rural public cultural service system.For instance,the rural ideological construction is still backward;the overall level of rural culture is not fundamentally changed,revealing the fact that the cultural resources are dispersed,poorly efficient,unsustainable,and so on.The construction of rural cultural hall is a new approach to accelerate the construction of rural public cultural service system,which follows the development tendency.The smooth implementation of rural cultural hall can effectively solve the dilemma of rural public service equalization and realize the new breakthrough of rural cultural construction.This paper aims to the problem-oriented construction of rural cultural hall in Yongjia county as an example to study how the government implements the rural cultural hall project,develops the management plan and utilizes the advantages of administrative resources to optimize the concrete scheme of rural cultural hall construction.We use the examples,data,charts and other resources from Yongjia county for in-depth analysis.It is found that main problems are the unbalanced development of the project implementation area,the "idle phenomenon" is more common,the facilities can not meet the actual needs and lack of cultural carrying capacity.In view of the problems existing in the project implementation,we give the corresponding reasons from comprehensive analysis as follows.It is due to the development concept is not enough,the management mechanism is not perfect,the government investment is insufficient and the project implementation team quality is not high.Learning from the excellent case at home and abroad and according to our work experience,we suggest the solutions may be strengthening ideological and education,improving the project operating mechanism,building a wide range of cultural platforms and training of rural cultural hall service personnel.
