After the Sino-Japanese War of 1894-1895, qing dynasty in a multiple crisis.at thetime, some people started building institutes based on the concept of ’team play’.At the wuxu reform, those institutes were in the rule of traditional politics, society and culture. Their lack of academic expertise was the result of the impact of tradition both on the form and substance. Most of those people who organized the institutes we re mere salvager and could not focus on academic research but on politics. At that ti me the institutes were more professional and would focus their research on a c ertain area. The constitution of the institutes were mostly following the reforma tion of the government and tried to match up to the new policies and constitut ionalization so as to revitalize Chinese nation.From 1898 to 1911 Reformers for med a considerable number of groups, such as the royalist, political news agency,preliminary constitutional consortia. We found that they have characteristics of bo th parties and institutes. The characteristics of their party in a clear political objec tives and the "doctrine" attention;took an active part in political activities and has a strict discipline. The characteristics of institute is dissemination of ideas, the e stablishment of schools offering books etc. Because of our country traditional sch olars association meeting in a lot of difficulties, butbecause of late Qing society the ory support to the "group" as the Legislative Council, as well as some scholars w ill learn as the starting point, so there is a strong political overtones. Afterthe "part y" concept in the Chinese spread rapidly, has introduced, for the rectification of na mes, calls for the creation of political parties, a comprehensive introduction to th e process,our party high voice. In addition China between scholars still "group" and "party" has madethe academic identity. So our party produced from the institutes of late Qing Dynasty.
