The problem of opium had been one of the important events in our society, since the opium war in 1840. The Qing government, Beiyang government and the National government had payed a lot of energy on it and had a good effect. Due to political instability and people live in destitution, the opium problem had not been solved. In 1934, the National government implemented the policy of “two years banning drug, six years banning opium ”, then arose a good situation. When the Anti-Japanese War broke out, implementation and thoroughness of policy had been delayed. Xiangxi was major opium area of hunan province, 0pium cultivation and sales was active. Hongjiang was opium sales lead like opium transit hub on the mainland, also for yunnan, guizhou, sichuan province. Opium problem in Xiangxi, was not only political problem, but also social problem.The opium problem in Xiangxi is come from fake ban opium policy of the national government and local government, oppression of bandits and seductive of economy from opium. In campaign of forbidden opium, Xiangxi local government was carried out the anti-opium law from the government of national and hunan province, and formed a variety institutions of the anti-opium.The government through decrees, propaganda and force protection to implement the policy of banning opium, smokers registration and opium distribution, and all of this had prompted campaign effective. In 1940, forbidden opium got some achievement, the agricutural labor force had been increasing and the mood of society also improving. The campaign itself exists the contradiction between “forbidden” and “taxed”, this contradiction is rooted funds shortage and the incompleteness of forbidden opium plans, so the anti-opium movement had disadvantages and effects.
