| At the end of 1950 s and the beginning of 1960 s, the grain yield of Gansu province had declined quickly and all areas of Gansu province suffered the serious famine because of the error of national policy and the natural disasters. At the same time, because Sino-Indian and Sino-Soviet relations continued deteriorating, Chinese northwest frontier faced rigorous national defense. In such a case, the party and the state decided to set up the 11 th agricultural construction division of Chinese People’s Liberation Army in Hexi corridor according to Xinjiang production and construction corps division sequence. At the watery and flat area, they began to carry out a large scale of army reclamation in order to completely solve the self-sufficiency situation of grain production in Gansu province and strengthen the defense capability in northwest border.In November, 1963, the 11 th agricultural construction division was formally established; it accepted the dual leadership of Gansu province and the Ministry of Agriculture. The equipments and food were aided by Xingjiang production and construction corps, and the leaders at all levels were from Gansu province and Xinjiang production and construction corps. In the first three years after establishment,the 11 th agricultural construction division overcome these difficulties and interference and made some achievements in Hexi corridor under the efforts of leaders at all levels with rich experience about army reclamation and all staff. But, with the beginning of the Cultural Revolution and the interference of leftist ideology, the division was down into chaos, then, the various production activities were immediately stagnant. In January, 1969, the Party Central Committee and the State Department decided to establish Lanzhou military production and Construction Corps which was based on the four provinces agricultural construction divisions, they are Gansu, Ningxia,Qinghai and Shanxi. Among that, the 11 th agricultural construction division was adapted the first division and the second division. So, the disordered production work had a certain degree of recovery. At the end of 1974, with the ease of the international and domestic environment, the limitations of the corps system itself had become increasingly prominent, the national agricultural construction division system was formally revoked, and thus the Hexi corridor covered nearly eleven years of army reclamation.Due to the interference of the Cultural Revolution, the activities of reclamation production troops in Hexi corridor eventually did not achieve the expected goals. But with all staff’s efforts, reclamation troops still have obtained certain achievements in the Hexi corridor that laid the foundation for the development of Gansu agricultural reclamation in the new period. The thesis bases the historical data and tries to combine the background to expound and analyze the background of the establishment,the process of formation, the reform of system and the main activities of the reclamation troops in order to maximize the reduction of historical facts, and make an objective and fair evaluation to it.This thesis is divided into five parts. The first part is the analysis about the background of the reclamation troop’s foundation which combined with the domestic and international environment. The second part is about the process of reclamation troops that is from idea to formation. The third part is to introduce the situation of army reclamation troops during the Cultural Revolution and the formation of Lanzhou military production and Construction Corps. The fourth part is to state the main activities of army reclamation troops in the hexi corridor on the whole. The fifth part is about the systemic analysis to the problems that existing in the army reclamation; it also introduces the process of revocation system and sums up the enlightenments of future development that the Hexi army reclamation brings to Gansu reclamation and the army corps of Xinjiang. |
