Study On The Problems And Countermeasures Of The Rural Culture Construction In Xintai

The construction of new rural culture is an important part of the construction of new socialist countryside in China, is the comprehensive construction well-off society, one of the main objectives of the harmonious society. Rural culture provides spiritual motivation and intellectual support for the construction of the new socialist countryside. The construction of the new rural culture is not only related to the improvement of peasant spiritual and cultural life, but also related to the stability of the society and sustainable development, and it also has a great influence on China’s socialist modernization. The construction of new rural culture can improve the peasants’ cultural welfare and the culture quality, meanwhile it is related to the cultivation of rural social civilization, the integration of urban and rural areas and the construction of harmonious society. So, under the new situation, to fully understand the importance of strengthening the construction of rural culture and the urgency of efforts to solve the problems which exist in the construction of new rural culture, is the inherent requirement of building a well-off society and an important content to establish and implement the scientific concept of development and building a socialist harmonious society, is an efficient way to build a new socialist countryside and satisfy the masses of peasants’ multi-level and multi-faceted spiritual and cultural needs. This article takes the Shandong province Xintai city as an example, starting with the construction of a new socialist countryside, answers why we should strengthen the construction of rural culture, how to build and other issues, elaborates the main contents, strategic position, ways and the main body of rural culture construction.This paper introduces the basic theories of the new rural construction and rural culture construction first, on this basis, combined with the present situation of the rural culture in Xintai, analyzes the main problems existing in the development of rural culture in Xintai :first, the development of the urban and rural cultural is not balanced; second, the rural cultural infrastructure is not perfect; third, the farmers’ cultural quality is low; fourth,the shortage of rural culture construction funds; fifth, the lack of emphasis and recognition;sixth, the form and the content of the rural culture is singleness. Meanwhile the paper also analyzes the reasons of the problems which exists in the development of rural culture in Xintai city, the first is insufficient understanding of importance of cultural construction in rural areas; the second, the rural economic development is lagging behind; the third is the lackness of rural cultural talents; the fourth, the rural culture construction’s system is not smooth and the mechanism is not active.Finally, in view of the present situation and problems of rural cultural development of Xintai, this paper puts forward some countermeasures for speeding up the development of rural culture in Xintai City: the first is to define the principles of rural development;the second is to give high priority to the rural areas in developing cultural infrastructure and allocating public cultural resources; the third is to deepen the reform of the rural cultural system; the fourth is to deepen the rural cultural market reform, the fifth is to enrich the rural people’s intellectual and cultural lives; the sixth is to improve the rural people’s culture quality; the seventh is to focus on strengthening the construction of cultural talents.
