States usually undertake and use their soft power ’cultural diplomacy’ to improve their image abroad with foreign audiences and further their foreign policy endeavors. International Relations experts and scholars have talked about cultural exchange in terms of exerting ’soft power’ over other countries and their populations. However, such research has not adequately taken into account how cultural outcomes can be promoted as part of cultural diplomacy are received abroad and how foreign audiences from within and without engaging with those products. It is often regarded as an important part of any given country foreign diplomacy. It is a powerful instrument by governments to foster cross-cultural understanding, build trust between nations and promote national image and interests. The Third world countries, African countries, as long as that have been marginalized and not be given the chance to advertise for the cultural wealth that they do acquire.Cultural Diplomacy is about building trust, mutual understanding. Its main purpose is to establish mutually beneficial cooperation and partnership between more than cultures. It’s also about establishing mutual benefit as the basis for mutual trust. Cultural diplomacy is all about building trust. The thesis has shed light and introduced Mauritania’s cultural diplomacy in Morocco constitute the empirical data part, including its relevant organizations, programs, activities, and its overall effects and evaluation. The choice of Morocco is that both states on the Macro level are always in a dispute due to historical and situational events. While on the Micro level both states hold a great people to people diplomacy, Cultural diplomacy, and the mutual shared positive reputation. It also examines the concept and practice of cultural diplomacy as carried out by a government to support its foreign policy goals or diplomacy, by using a wide range of cultural manifestations for a variety of purposes. Cultural diplomacy aspects in one of the third world countries from today’s ranking perspective, Mauritania, in order to investigate how cultural diplomacy presents a national image abroad. Its role in the protection of cultural sovereignty, in our current historiography, cultural diplomacy often denotes a national policy designed to support the export of representative samples of that nation’s culture in order to further the objectives of foreign policy.The promotion cultural diplomacy as a vital instrument is very important in order to improve the state foreign policy and to improve links between the peoples of the world. The thesis has started with a close and deep reading for Mauritania cultural resources on the emphasis on cultural relations, then shown and presented the best way via which Mauritania is benefiting from theses Cultural resources. The main question have been studied and interpreted through an interdisciplinary framework connecting the fields of international relations and cultural studies. The constructivist theory in international relations fits best within this framework as it considers how the international structure is "socially constructed" and thus capable of being transformed by ideas, thoughts, beliefs and discourses. Social capital theory from Putnam points of view.A multilateral dimension on cultural diplomacy, including the works of governments, organizations is the key for a better understanding of the notion of culture as a platform for collaboration, interaction and dialogue. Peace building is only achievable through the creation of sustainable relationships between the peoples of the world surely via Culture, and Cultural Diplomacy.
