Discussion On The Special Care And Placement In Xikang (1950-1955)

Special care and placement is an important policy of consolidating national defense and stabilizing social order, and it’s also a significant part of building a harmonious society. At the early liberation that is the period of a thousand things wait to be done, the referential significance of the special care and placement is very important for today’s work, especially Xikang province which has various ethnic minorities. This paper aims at summarizing the process, the deficiencies and the useful advice of special care and placement according the policy of the Communist Party of China in 1950-1955. Besides the introduction, the whole thesis has five parts. It introduces the background of special care and placement of Xikang province,and presents the organizational institution and staff of carrying out this work,and presents the details from preferential treatment, pension, praise and placement, and also summarizes the characteristics, deficiencies and the experience for today’s work.The whole paper points out that there are some deficiencies of the special care and placement of Xikang province, but it succeeds in general.In the face of a large number of objects of the special care and placement,the staff overcome the difficulties actively and complete this work. They make an important contribution to consolidating the new country.Dating back to that time,we can still give reality a certain amount of inspirations.Since the reform and opening up, when to analyze specific issues,it is really worth learning the valuable experiences and a highly responsible attitude to the objects of the special care and placement at early liberation in Xikang.
