The task of strengthening "Cultural Soft Power" was first put forward by president Hu as the representative of the CPC Central Committee at the report of the 17th National Congress, new requirements for how to construct cultural soft power" were put forward by president Xi as the representative of the CPC Central Committee at the 18th report. Improving cultural soft power" has been raised up to the level of national strategy. The first two meetings highlighted the importance of the construction in cultural soft power, which are committed to make cultural industry to become national economical pillars.These requirements granted the cultural soft power with more clear, more specific, and highly international strategic positions. In some degree, China has ignored the importance about cultural soft construction due to one-sided pursuit of economic growth for a long time during the process of promoting modernization China’s current developments between its soft power and its hard power are still in imbalance. China is a country with a long long history as well as with its five-thousand-year cultural treasures, while where are at the shortage of elites in fields of cultural soft power, and platforms showing or spreading its local culture to the whole globe. China has to put power balance strategy based on its cultural traditions,as it absorbs nutrients from South Korea’s routes of cultural revitalization.And formulate relevant policies about this to support and encourage its culture to go international.China and South Korea have been close neighborhoods separated only by a strip,who have economically established mutual remarkable achievements as well as their trade recently. However,with the respect of publicity in our culture, we way far behind. The case that "HanJiangLing Dragon Boat Festival" was successfully claimed as cultural heritage by South Korea, as a result,we are supposed to pay more attention. A country’s overall power no longer only depends on its hard power especially in the Post Cold War era,the role its soft power plays in the process of countries trying to achieve its political goals can also not be underestimated. Whether China can rise successfully or eliminate other countries’concerns about China’s threats,this is not the point for its strength, but for its ability, it largely depends on its soft power’s full play. With our enhancements of strengths and promotions of international status, some surrounding problems we are facing now have been in an increase as well recently. Nowadays China often involves in frictions at sea area lines with its adjacent nations like Japan,American policy returning to the Asia Pacific area and economically dominating TPP, which is obviously compressing China’s future geographical space. How to become a real leader in Asia Pacific regions, The coordinative functions of Cultural soft power will really matter. Along with China’s initiative of the "One Belt One Road" strategy,as for how to shorten those gaps in cultural soft power between China and developed countries like US and South Korea will become a contemporary topic worth considering.
