| Soft power, an international relations theory, was proposed by the famous professor Joseph Nye of Harvard University in 1990. It is the ability of obtaining what you want though cooption and attraction rather than bribery or intimidation. A country's national power is made up of hard power and soft power. So many scholars including China's are attracted by it and study it. It is used not only in international politics but also in other fields. So as to the international relations, soft power includes a country's culture, political value, and diplomatic policy, etc. Among which, cultural soft power is the most important one. Cultural soft power has many merits, such as lower expense, stronger permeability, and long-time continuity. It can change other countries'political power, attract and build an economic exchange with other countries, and change the life style of other countries` people, and so on. Cultural soft power has become the decisive element in international competition. The Chinese cultural soft power includes traditional cultural soft power and modern cultural soft power. We have to develop cultural soft power so that can we do well with the complex international situation, which interring to politics, economy and culture. Now China's culture soft power doesn't match with its increased hard power. The weak culture soft power will undermine hard power. Now China's cultural soft power is weak in the world. Many reasons lead to our country's cultural soft power's weak. Some is the slowly economic development in history so it can not support the culture's development, and some is that we only put our focus on the economic development and neglect the culture's development. Holding fast the social core values, doing things people-oriented, innovating actively can we construct a strong cultural soft power .If we invest more money on it, make good policy to protect it, explore it in the world, and innovate it in culture, our cultural soft power would become stronger and stronger.
