On July 26,1939,The United States denounced the U.S.-Japanese Treaty of Commerce and Navigation of 1911 is terminated. Japanese Government was surprised when he heard the news.Japan has to contact with America for the trade between Japan and America.In the course of conference,Japanese Government ignored American benefit in China and hopes to establish “New East-Asian Order”.A new agreement has not been reached in end.Japan and America without a treaty from Janury 26,1940.The chief aim of the study is going to find out the reason of the abrogation from three aspects: public opinion,foreign policay and American interests throughout large areas of China.American government terminated the commercial treaty that depresses Japanese economy,causes a great of upset.The result of the study showed that Japanese-American relations is going to break.The paper is mainly divided into three parts.The first part is the introduction.the introduction is the first chapter.The second part is the main part of the paper. It includes Chapter2,Chapter,Chapter4 and Chapter5.The second chapter is the historical background of the foriegn measure.The chapter traces the origin of the commercial treaty,introduces the domestic policical and economic situation in two countries at the same time.The chapter analyses the relationship between Japan and America.The chapter laid the foundation of the study.The third chaper studies the process of event.The chapter is divided into three sections.In first section,the author introduces the preparations made by the United States for this matter.“The Tianjin Crisis”prompted President Roosevelt to make a decision.In he second section,the author introduce the reaction of Japan,American people and Chinese government when the treaty is abrogated.In the third section,the author explained the process of negotiation between the U.S.and Japan in December,1939.The fourth chapter shows the result which the U.S.abrogates the treaty.The study shows the following three reasons must be noted.Japanese Government continue in fact to render inoperative the practice of equality of treatment for American commercial interests throughout large areas of China.There is a serious obstacle tomake a new agreement.In 1939,American public opinion has againsted Japan.On questions of war,there are much support for Chinese people.The emergence of the Nazis also impacts the American-Japanese relations.President Roosevelt need to balance Japan against Germany.The fifth chapter is the influnce of abrogation.the two counties have not reached agreement.From 1940,Japan-America realations is not guarded by legal barricades.Japanese economic situation has became more and more difficult.While,the success of the German advance has surprised.Japanese Government belives that it is high time to attact southeast Asia. Japanese-American relations has became worsen.The two nations are preparing for war.The third part is the conclusion.a compendious summary was brought out.The diplomatic matter has profound historical significance.
