Research On Mineral Resources Development From The Perspective Of Environmental Ethics

Mineral resources development problem is increasingly serious, Since the eighteenth congress has been put forward about the construction of ecological civilization, especially mineral resources development and protection. But solve the problem of mineral resources development, it is not only rely on the progress of technology, but also the social system, the way of life, the values must be made corresponding change. Therefore, it need to take an active part in the cultivation of environmental ethics to provide the ethical basis and value guidance for the establish of the system of mineral resources development. In this paper, under the perspective of environmental ethics research of mineral resources development, not only pay attention to environmental science, economics, law, also pay more attention to analysis its internal ethical reasons. Through considering the value of the original concept and mode of production and then form a new development concept, values and environmental ethics in order to regulate the behavior of mineral resources development. This paper attempts to based on the theoretical basis of environmental ethics based on relevant theories, the research methods involved are literature method, comparison method, synthetic method, theory with practice method. In this paper haicheng, liaoning province, as an example, through the research of mineral resources development under the environmental ethics horizon problem, put forward the principle of environmental ethics, and mineral resources reasonable development way of the specification, unique and innovative.This article is divided into four parts. The first part is introduction. Elaborated the selected topic goal and the selected topic significance, the research status at home and abroad, research methods and innovation points. The second part is the haicheng mineral resources are overview and mineral resources of environmental ethics. Including the definition and characteristics of mineral resources, haicheng, the characteristics of mineral resources, mineral resources to the basic theory of environmental ethics and the basic principles of environmental ethics of mineral resources. The third part is the haicheng problems existed in the development of mineral resources, environmental ethics and reason analysis.Through the introduction of the second part, based on the analysis of environmental ethics, this paper argues that haicheng problems existed in the development of mineral resources, environmental ethics has neglected the natural value of mineral nature and the environment value, the damage to the mineral resources is located the public’s environmental rights and interests and violate ethical principle of mineral resources, causes mainly include: the traditional ethics dominant resources, lack of local government leading and regulatory role, mineral development enterprise management idea unsustainable, public participation in mineral resources development regulation is not in place.The fourth part is the ethical path choice of haicheng mineral resources reasonable development. This part is the focus of this article, based the problems and reasons puts forward in the third part, through the strengthening of mineral resources environmental ethics of advertise and education and guidance and supervision fo the local government, strengthening the construction of the mineral development of itself, and improving public participation in environmental ethics construction supervision, mineral resources development problems can be solved effectively in haicheng and the economy and society can be developed on the orbit of sustainable and healthy development of green.
