The East Asia had a very complex geopolitical environment in the 9th to 10th centuries. After the race of late Tangs and Five Dynasties, the political environment had been quite different from the Han and Tang Dynasties. Faced with the larger rivals and the fact that the rise of ethnic minorities, the Shizong Emperor and Taizu Emperor actively dealed with. When the Taizong Emperor ascended the throne, the Song Dynasty had been initially established as the center of Tributary System. And the Song Dynasty had established its position in Northeast Asia. The Taizong Emperor got the imperial crown in "Movies ax candle light". He had to take different policies to establish the rule of authority. However, when we focused on the entire study Taizong’s foreign policies we could find that significant changes before and after the Yongxi Northern Expedition. From Taizong ascended the throne to the Fourth Year of the Taipingxingguo, Taizong’ s foreign policy was the continuation of the characteristics of Taizu’s foreign foreign policy, and focused firmly committed to the rule. From Taizong ascended the throne to the Fourth Year of the Taipingxingguo to the beginning of the Yong Xi Northern Expedition, Taizong’s foreign policy was to an active foreign policy to achieve "Chinese unification. "At first, he brought in a change of policy of the North Han, and troopped on the north to wipe out the North Han. At the same time, the Taizong Emperor continued to recover the Northern Expedition thistle quiet area. But the Song Dynasty was defeated. The following year, he attempted to take use of the civil strife the Jiaozhi to unify the Jiaozhi. But the Song troops was also defeated. His plans eventually vanished into thin air. After the War of Sorghum River, the Taizong Emperor sent envoys to Gaochang Korea to join fight to the Liao Dynasty. In the Yong Xi three years, the Taizong Emperor sent troops to northern expedition and was deafted again. From Yongxi Northern Expedition to the death of Taizong, the main features was to change the former to defense foreign policy. The successive failures made the Taizong’s foreign policy sufferring great setbacks. At the same time, internal instability, peasant uprisings and other practical reasons, also contributed to the change. So after the Yongxi Northern Expedition, Taizong Emperor took a negative, shrinking defense policy in foreign policy. He abandoned to recover the secluded area Thistle, admited the dominance of Li Huan in Jiaozhi and abandoned to recover Jiaozhi, refused the Jurchen, Korea’s request to send troops. At last, He focused on the consolidation of internal affairs. This paper is divided into five parts.
